What are the issues Milwaukee, WI faces with sewer drainage, lake dumping, and water quality?

I'm doing a research project on Milwaukee and its drainage issues. I need to know if there is a good place to get all of my facts straight. Is there anyone who knows the history of the city of Milwaukee and its past, present, possible future problems? As far as research goes; any project ideas for collecting/finding data?
