Why don't governments tax unhealthy food and use that money to subsidize healthier options?

A lot of the time, fresh produce is more expensive than canned and preserved fruits & vegetables, it is also cheaper to buy a bottle of coke than a bottle of milk. Why can't governments tax unhealthy food to subsidize healthier options, it's a win-win situation right?
