What is the best way to break the rust bond of a wheel that is rusted on with the bolts off? (Tire)?

You could put two wheel nuts back on a few turns and use the spare tire to whack the edge of the one on the car as hard as you can (you don't have to hit it from the inside). This should break the rust bond without doing any damage to your rim.
