If you never post new policies does that make them have substance?

Hello, my church started new policies a year ago about people joining the congregation and participating in programs run if you're a certain age, however they were never posted and no one was never notified about them. I just wanted to know if their was some legality in the matter that says these new policies that have never been posted hold any substance of it there is something I can do about them.
